There's a persistent myth in government technology: that the problem is the lack of software. Budget meetings are filled with procurement plans for "transformative platforms." RFPs promise modernization. Vendors pitch silver bullets wrapped in acronyms.

The real problem is different. Government agencies have plenty of software. They have databases that predate cloud computing. They have systems that talk to each other in ways that would make a networking engineer weep. They have processes designed around technology from the 1990s, now layered with patch after patch, integration after integration.

The agencies that succeed in digital transformation aren't the ones that buy the most software. They're the ones that build software intentionally — software designed for how government actually works, not how vendors imagine it should work.

I've spent years building systems for federal, state, and local agencies. I've watched brilliant civil servants navigate interfaces that actively work against them. I've seen permit applications get stuck in document processing limbo because a system can't parse a PDF the way a real human would. I've watched citizens abandon online services and return to paper because authentication requirements are so labyrinthine that they'd rather wait in line.

This is the GovTech challenge we don't talk about enough: software that technically works but fails at its actual mission.

The Real Barrier Isn't Legacy Code — It's Constraints

Every engineer who works in GovTech learns quickly: constraints are the actual problem.

Agencies operate under compliance requirements that commercial software companies can ignore. WCAG 2.1 AA accessibility compliance and Section 508 requirements aren't nice-to-haves — they're legal mandates. A citizen with a visual impairment should be able to file a permit application, renew a license, or check their case status as easily as anyone else. This means proper semantic HTML, ARIA labels, keyboard navigation, and sufficient color contrast throughout every interface.

Most commercial platforms treat accessibility as an afterthought. Government software can't afford that luxury.

Then there's FedRAMP authorization, which is less a technology choice and more a philosophical commitment. Agencies can't just migrate databases to a cloud provider and call it done. FedRAMP requires continuous monitoring, regular security assessments, incident response procedures, and audit trails. A system might be technically superior on AWS, but if your agency is DoD or HHS, you need that FedRAMP authorization. This means building within established cloud boundaries—authorized infrastructure, approved tools, documented data flows.

The vendors who understand this constraint don't fight it. They build for it. They design systems that are born within compliance boundaries, not squeezed into them.

Mainframes Still Power Government — And That's Not Weakness

Walk into most state government IT departments and you'll find a mainframe. Likely an IBM System z. Likely running COBOL code written in the 1970s. Likely processing the majority of government transactions.

Everyone wants to rip and replace these systems. Burn it down and start fresh, they say.

That's absurd.

Legacy mainframe modernization isn't about replacing the mainframe. It's about creating a modern interface on top of it.

The core business logic in these systems is right. It's been refined for fifty years. The data is clean and normalized in ways that modern databases aspire to. The performance is battle-tested. What's dated is the experience of using it.

This is where API-first modernization becomes a government necessity, not just a best practice. You build a new front-end layer—a citizen-facing portal, a government employee dashboard, a third-party integration point—that talks to the legacy system through well-designed APIs. The mainframe doesn't need to know it's 2026. It just needs to respond to structured requests.

Some of our best modernization projects haven't touched the backend at all. They've built low-code citizen-facing applications that translate complex government workflows into something a human being can actually complete in five minutes instead of forty-five. The legacy system hummed along, doing exactly what it was built to do. But now it was accessible, compliant, and actually useful.

Digital Transformation Isn't About the Technology

This is what most IT directors learn the hard way: the hard part of digital transformation is organizational, not technical.

Yes, agencies need to modernize systems. Yes, they need to migrate to cloud infrastructure, deprecate COBOL code, and build APIs. Yes, they need identity verification solutions that work across multiple agencies. Yes, they need document processing automation to handle the millions of applications that come through every year.

But the first question isn't "what software should we buy?" It's "what are we actually trying to do?"

A typical government citizen service portal project follows this pattern: leadership decides they need a "digital transformation." A vendor is selected based on an RFP that describes the current state (which is understood poorly) and requirements (which are often cargo-culted from other agencies). Eighteen months and millions of dollars later, a platform launches. Three months after that, agencies realize the platform doesn't actually solve their problems because the problems were never clearly defined.

The successful agencies start differently. They involve the people who process applications every day. They map workflows, not from org charts, but from how work actually flows. They identify the real blockers—often not technical at all, but procedural. They pilot solutions with actual users, not just stakeholders. They iterate rapidly, accepting that the first version won't be perfect.

Then they build the software. Or buy the software, but configure it radically differently from how it was designed.

AI Changes the Calculus (But Only If You Use It Right)

Every agency wants to talk about AI right now. Specifically, they want to talk about AI solving their most painful problems: permit processing, case management, and document intake.

Let's be honest about what AI can and can't do here.

AI excels at tasks that humans find tedious and rule-based. A permit application batch where you're checking whether required fields are filled, documents are provided, and the applicant falls within jurisdiction? A language model can process that faster than a human, and with fewer mistakes born from fatigue.

A case management system where an AI agent routes incoming inquiries to the right department based on content analysis? Reasonable. The system learns routing patterns from historical data and makes probabilistic decisions about where something belongs.

These aren't sexy applications. They're not using cutting-edge AI research. They're using existing models pragmatically, integrated thoughtfully into actual government workflows.

Where agencies fail is trying to make AI do things it isn't ready for. AI will hallucinate—confidently assert false information—when stakes are low and it's obvious. In government, stakes are never low. A misrouted application, an incorrectly processed permit, an AI-generated response that misinterprets law, these aren't acceptable failures.

The right approach: AI as a force multiplier for human decision-making, not a replacement for it. Process thousands of documents in minutes, flag patterns and anomalies, recommend next steps. Let the human make the call. This requires careful integration with case management systems, audit trails showing both AI recommendations and human decisions, and acceptance that some cases will always need human judgment.

The Procurement Process Is Where Innovation Dies

Here's something nobody says out loud: the federal procurement process doesn't just slow innovation. It prevents innovation.

An RFP is written 18 months before it's awarded. By the time a vendor is selected, their solution is outdated relative to what could be built. Requirements are frozen at RFP time, meaning if you discover mid-project that your assumptions were wrong, too bad. Change orders cost millions.

Fixed-price contracts incentivize vendors to deliver minimum viable solutions that technically meet requirements, not solutions that actually work. Agencies receive exactly what they asked for, which is often not what they actually need.

Then there's the barrier to entry. An average federal RFP requires compliance with dozens of standards, certifications, security frameworks. A small, innovative shop can't compete. The contract goes to an integrator large enough to absorb the overhead. You get competent execution and innovation theater.

Some agencies are experimenting with alternatives. Agile contracts that reward iterative delivery. Smaller vendors invited to participate in reverse hackathons or design sprints. Blanket purchase agreements that allow rapid experimentation. Direct awards to SBIR-approved vendors building cutting-edge solutions.

These experiments work. Not because the alternative vendors are inherently better, but because the constraints around how they deliver can be different. More feedback loops. Faster iteration. Real user involvement in prioritization.

The agencies that will win on digital transformation over the next decade will be the ones that figure out how to sponsor innovation within federal procurement constraints, not the ones waiting for the procurement process itself to change.

Interagency Data Sharing Is Possible (When It's Designed In)

One of the most frustrating experiences in government: citizens must provide the same information multiple times to different agencies because there's no secure way for those agencies to share data.

A simple example: you apply for a business license with a city. Weeks later, you apply for a permit with the county. You provide your business address and incorporation date again, even though that information exists in the city database. The city can't share it securely with the county. The county can't request it in a standardized way.

This is a problem that has solutions. API-based identity verification systems. Standard data schemas (like those in the open-data initiatives many states are adopting). Secure authorization frameworks that allow temporary, auditable access to specific data elements without exposing entire databases.

Some states have built interagency portals where citizens provide information once, and multiple agencies can access relevant portions of it with explicit authorization. Citizens see dramatically shorter application processes. Agencies see faster licensing and lower error rates.

These systems are possible when they're designed with the constraint in mind from the beginning. When different agencies sit down and agree on data standards. When a central identity verification layer is established that everyone trusts. When APIs are designed to be accessed by other government systems, not just humans.

The breakthrough agencies have realized: open data initiatives aren't just about transparency. They're about operational efficiency. Publishing permit data, licensing records, and regulatory requirements as machine-readable APIs creates an ecosystem where downstream tools can be built more cheaply and more effectively.

Building Software for Government Is Different, Not Harder

This is what I want to leave you with: building software for government agencies is a different discipline, not a harder one.

It requires understanding constraints that commercial software can ignore: accessibility, compliance, legacy systems, procurement. It requires thinking differently about security—not just preventing attacks, but creating audit trails and maintaining the integrity of government records. It requires caring deeply about user experience for populations you'll never meet, because government services aren't optional.

But these constraints actually make for better software in many ways. When you must build for accessibility from the beginning, your interface becomes clearer for everyone. When you must maintain audit trails and data integrity, your system becomes more reliable. When you must serve citizens across decades—some on 20-year-old browsers, some with disabilities, some without smartphones—your solution becomes more resilient.

The agencies winning right now aren't the ones with the biggest budgets. They're the ones with teams that understand their constraints, solve problems iteratively, involve actual users, and build for the long term instead of the next budget cycle.
